H.B. Halicki wrote and directed Gone in 60 Seconds in 1974 which was recreated in 2000.

The Junkman is the second movie H.B. Halicki directed and produced in 1983.
I didn't find anything about a tragic accident in his third film Deadline Auto Theft.

He started filming gone in 60 seconds 2 and preparing for the most dramatic stunt sequence in the film, during which a 160-foot-tall water tower would suddenly topple, a cable attached to the tower snapped. The cable sheared off a telephone pole, which fell on and instantly killed him.

Okay, I see now he died in 1989 filming gone in 60 seconds 2. Which was the third movie in the Gone in 60 seconds trilogy. Not the third movie he wrote and directed Deadline Auto Theft... So which movie was the screen shot from The Junkman or Deadline Auto Theft?
As for the next movie screenshot...

Yes it is the junkman
he produced 3 films
Gone in 60 seconds (74) | < He also directed these
The junkman (82) | < 3 films
Deadline auto theft (83) | <
Love me deadly (73) he was associate producer
Deadline auto theft was the film he sadly died in
im going to do some more research because 1 website says the junkman is called gone in 60 seconds 2
and 1 website says deadline auto theft was gone in 60 seconds but with extra film scenes
