It's always been one year over here. I think by law all electronics have to have at least a one year warranty.
There are different laws for retailers and returns. Retailers have to do a straight swap within a "reasonable amount of time", although the length of time isn't defined. In general it's thirty days. In this time the warranty has nothing to do with the manufacturer because that isn't who the contract was with. The manufacturer's warranty may only be a year but the retailer has to do something about faulty goods for, I think, five years after the purchase. That could be a repair or a partial refund, even if a repair is only sending it off to Microsoft.
Some shops try their best to fob off customers because they can't be bothered with the hassle of returning the goods to the manufacturer.

I thought the Microsoft warranty was originally three months in America, then extended to one year.

It's just been on Watchdog. They had someone who's 360 died talking about what happened. Jebus Kris. He was overweight, hairy, had big red lips and bad teeth.
Anyway, he and some Welsh guy were saying they had awful service and didn't expect a £280 piece of equipment to break after 14 months.
Microsoft didn't even send a representative for the show. The presenter passed on their message saying "The vast majority of Xbox 360 users have had an outstanding service and experience with no problems". If "the vast majority" have been fine, how would it get to a consumer complaints TV show?
Of course, I'm talking out of my arse there because I haven't had any problems with my 360.
