Looks like a Japanese version of Hyrule Warriors... But if it is... it must be Hyrule Warriors Legends for 3DS as that character wasn't in the Wii U original.

Battletoads.....not on the NES....not on the SNES...not on the Gameboy......looks like Amiga? (Amiga or C64 is my default guess when I can't recognize the graphics)
