is it rare?  on ebay it always goes for insanely high prices alone, and its worse with games.  i know that it was like $600 and the games were $200.  so is it rare?

Sort of.  It was so expensive when it was released, not too many people bought it.  So now whenever a US Neo Geo shows up on Ebay, they go for at least $200.  It isn't as rare as say, a Bandai Pippin, but the semi-rarity of it combined with the huge demand it has leads to the higher prices.
