There's actually an EU law now that says only a qualified electrician is allowed to do anything other than change a light bulb or fuse.

That could be a good law, I doubt the average joe knows how to figure out how many things can be wired to a circuit before it is overloaded, and since Europe is well, ancient compared to America, I would imagine that a lot of the structures might have rather old wiring.

Both America and Europe predate in home electricity.  It's not as though you will be dealing with wiring from the 1600's in Europe.   The only real difference is that, as far as I know, European electrical outlets are 240V compared to the standard 120V US lines.  Dealing with the 220V lines is inherently more dangerous.

We have a pussy split phase 240 (220).  We just use two 120 lines out of phase in our homes.  But they use more stone and less wood over there for their houses.

Also, I don't know what they have their breakers set to.  If they use 100W standard bulbs, they are only going to pull about half the current.  I think they use smaller wire too.

Are we talking about starting a fire or getting shocked?

Yes, and assuming the resistance of your body remains constant, the amperage would double if you double the voltage.

Getting shocked.  I don't think most people would attempt to rerun wire, but changing a switch or fixture is certainly something they would attempt. 

Though, I suppose incorrect hookups could result in a fire.

Ya.  The resistance in the wire is pretty negligable, so it is going to allow a lot of amps to flow through it when it heats up.  If you have enough stuff running off it, and the breaker doesn't trip that wire will get hott like WOAH!

How are Arabs even a part of European history? And women? I hate that. There's always the "role of women" section of every chapter in every history book. They always say the same thing. Women made babies and cooked. Then they try to fluff it up, so it sounds like whatever ancient culture considered women's rights to be super important. I'm sure ancient Europeans were all very concerned. After all, what would raping and pillaging be without the raping?

How about we just sum it up right here. From the beginning of time until the 20th century, women made babies and cooked. That was all they did.
