I'm from the us yes and even though ill admit the chances  of me completeting a full ps3 library is very low but i'm trying to get most of the library

The PS3 isn't region locked for games. Movies are though.
There are exceptions to the games, but that's up to the developers.
PS3 DLC is region locked though. DLC downloaded on an American account won't work on a European game, AFAIK...

Sometimes I'm shocked at how insulated from the rest of the world I can be living in this day and age.  I wasn't even aware the group Take That existed, but apparently they are popular enough to warrant their own Singstar game.

I don't know if you have a list of the PAL exclusives, but you may not be aware that there are some games we got on PS3 that were only available digitally everywhere else. 2 that spring to mind are Kick-ass 2 and world of outlaws: sprint cars. Neither are particularly common though.

I believe there's also some Indian exclusives that are a pain to get hold of.
