Help IDing an old PC game

I have a customer hoping to get his wife a game, but we can't figure out what game it is. Its a PC games likely in the 90-95 era that she compares to Spore and it definitely was released on a CD. Any ideas?

Those were the two that came to mind immediately for 90s. The only other thing that comes to mind is Black & White.

Possibly Starflight. It had alien diplomacy type stuff like Spore.

Is there a particular portion of the game? Spore is essentially split up by the phases, and I'm thinking of the creation ones...

Yeah the reason I suggested is because it had a 1991 Genesis release so it's worth looking into possibly.

I immediately thought of creatures when i read the the first post. I had Creatures 2. Never could figure out how to play it. Seemed like a cool game though. Reminded me of Jurassic Park.
