Nothing is official yet but Nintendo has registered these 2 trademarks in Japan

The more I think about it, the more I would love Seaman on the 3DS.  I would take him everywhere.

I believe so, but Sega and Nintendo are buds now so I can see Sega giving the all clear. An internal Sega team developed F-Zero GX and the arcade version F-Zero AX.
