I own 41 boxed NTSC Genesis games, only 10 of which are missing manuals, giving my collection a missing-manuals rate of less than 25%.
However, there just might be someone out there who has the same number of boxed Genesis games, and none with any manuals at all... though that'd be kinda weird.

I'm gonna hafta concur with Tynstar on this one.
The way i see it, unless all the components of a collection are legitimate, what you have is an
incomplete collection with bootlegged placeholders.
