How should the "Multiple Consoles" console selection be used?

Is it hardware only?
Right now that is the only thing listed there is 23 pieces of hard ware 1 PC/Mac game and a gamepro.com "interactive cd"(which looks like its a ibook/trailers on a CD that is also usable for PC/Mac).

I just want to know for a couple things i have to submit. (Example Soul Calibur Fighter Stick worked on CGN/XBOX/PS2)
