Is this a trick question? Do you know how to make an icon for a PC?

I would like to know how too. I think you need software to make them. Here are some sites I found. I didn't try any of them yet. please let me know if you find a good program to make icons.

I've used liquid icon in the past it worked for me. It's also free.

not a trick question. a guy at work wanted to know. I had no clue. I know how to do it on a MAC but not the PC. I passed on the links.
