The top one is the one I find suspect, because I also have a THIRD SMW (the case is broken, I need to cannibalize a back-plate off a sports game) with the same label as the bottom one.

Notice the difference in the font size on the top labels and how the logo on the front is laid out completely different.

It's legit. It had various label variations. (Notice the -1 on the bottom one indicating it's a ROM revision)

there's a rare stand alone release, could that be what this is from? i don't know if the stand alone has any label difference or not

I'd like to make on addition:

The weird channel ground out of the cart was there when I bought it (it was super cheap and bought it when I first started collecting in High School and was eager to get my childhood games back).

I have no idea if it's a modification for something I'm not aware of or what.

It's definitely 100% legit.  And the -1 doesn't necessarily mean it's a ROM revision, it just means they changed something about the cart.  In this case, it was likely done for the redesign of the end label.  The one without the -1 is simply an earlier release of the cart.
