Grab some carts and two controller and RUN, do not walk, over there to try it out. If he won't let you test it, walk away. Take cash and offer a little lower anyway, most people expect it and if you have cash to show them, it's more tempting. If it is working, $375 is still a great price.

To be serious, I'm fairly certain my area was mostly plundered by older collectors in the late '90s and early 2000s.  Getting into the game late as I did left me with just scraps to chase.
