I was attempting to submit a worldwide release only to find Region-Wide isn't enabled for 3DS. If you would be so kind my dear administrators.

Homebrews are allowed, as long as they're not pirates (legal ROM hacks and original IP), e.g. the NintendoAge NES homebrews, or more recently one here in our backyard, Armed for Battle: http://www.rfgeneration.c...m/index.php?topic=13290.0
