grabbed this last night for $4 bucks. it's a little scuffed up but in fairly decent shape. does anyone know if this was a promo item or just regular retail?

If I'm not mistaken it's an item you could buy at toy stores and not a promo. I do recall seeing them a while back but never thought to buy one.
