PEGI changes and the addition of S.E.L.L.

Attention RFGen members:

We now have rating content descriptors for the PEGI ratings system in the database. Please feel free to update old listings that don't have them yet and use it for new additions as well.

Also, Le Syndicat des éditeurs de logiciels de loisirs a.k.a. SELL, has been added to the database as well. It was a rating system used primarily in France before the adoption of PEGI a few years ago.

Thanks to the members and staff whose hard work helped make these new additions possible.
