False.
Yes you can build a good computer for 500-700, a good laptop though? 
For the amount of time I spend at my computer, I am more than willing to put 500 into just the monitor, and go from there.  I have to do all my work on a computer, and since my computer is also my main form of entertainment, I can justify spending more than that sum.  Of course, it is hard for me to track the current value of my computer since I continually upgrade parts instead of starting from scratch every time.
For the average computer user, $700 is plenty to spend on a computer, but people who use their computer for a lot more than just web browsing can certainly justify spending more than $700.

How much time do you spend on your computer though? (Oh god, this sounds like it's going to turn into an epeen shootout.)

I see no problem with spending a lot on a monitor if you plan on using it for a long time.  Buying a 21" LCD panel now and using it for 6-7 years is cheaper than getting a 17" every three years, and I bet you would be much happier in the long run with the 21".  Anyways, thats just my 2c.   I would rather buy something nice that will last a long time than buy a cheap component and have to replace it sooner.

This reminds me how obsolete my PC is. How depressing, I'll have to break  it so my moneybags uncle buys me                     another one.     In other new             the space bar on  this school pc is majorly wacked.

I spend 8 hours at work. I have 2 17" LCD's at work and a 19" LCD at home. At home I spend 2-5 hours on the PC. I don't watch any movies or do any graphics stuff on either machine so I don't need a really good monitor.

I wish my PC (not the laptop) would play games without crashing. Speaking of which, I just remembered that you can trick the Catalyst drivers into installing on your laptop. I'm going to do that now, since Dell hasn't updated the graphics drivers in forever.

Payday tomorrow! Which means my birthday is going to be on my next payday.

HMV still haven't sent my 360 VGA cable off. I'll have to sue them after I sue Microsoft for whatever it is that I was going to sue them for.
