Seriously though, there is nothing stopping them from putting 80 cores on one chip right now, apart from making the physical processor a square foot.

Shit, 14"? Any idea what the defect rate is on those? (serious question, not being sarcastic)
There are a couple of full wafers of the original pentium hanging in a display case in the EE building. They are about 6-7".
At any rate, 40 cores means nothing at this point, unless the CS guys actually start taking advantage of them. Parallel software sucks to write, but it's the only way to make the multi core procs useful.

It depends on what kind of epitaxy, as well as a bunch of other stuff which to which I am only smart enough to understand to a "C" level. I think they scrap the whole wafer if they find 2% device defect, or something crazy like that.

I don't buy that; at least not at face value. They wouldn't throw away an entire wafer if 2% of this chips are bad, they test every single chip. Obviously they can't check a chip to 100% accuracy, but I don't see why they would throw away the the entire wafer if only 98% of the chips are working.
I'll admit I'm no expert on the subject, though.

Not chips. “devices”, which I assume means a transistor here, a diode there. All of which spread out over a testing area.
