I would suggest picking up your local newspaper and looking for a section that lists the garage sales in your area. If your paper doesn't have one, try your local Craigslist (http://www.craigslist.org/about/sites.html)'s garage sale ads. Then just go to as many of those as you can.

There is also the Retro Game Store Project (http://maps.google.com/maps/ms?ie=UTF8&hl=en&om=1&msa=0&msid=117176970323808981783.00044aafb9c7cea768d23&z=9) which lists game stores that specialize in classic games, but it seems to be USA only. There might be something similar for Canada though.

Or, you could just browse the Sales Extravaganza (http://www.rfgeneration.com/forum/index.php?board=4.0) board and look for stuff you want, or post a wanted ad if you're looking for something in particular.

You won't find amazing deals on single games there but eBay is always a possibility to find games. If you don't like eBay, there are alternatives like GameGavel too.

If there's a local flea market in your area you could look there aswell :)
