I suck at this game.

It seems very familiar. It's like Phonebooth but different. Is it the one where there's a sniper in a building at a presidential conference. He calls someone and tries to make them change their and someone else's lives? Pretty vague, but so is my memory of the film I'm talking about. The police end up finding a dead "sniper" but the viewer is left to think it wasn't the one.

Or was that Phonebooth?

It was absolutely incredible! Feral cannibal women! Masochistic MIDGETS! TITS AND BUSH IN EVERY OTHER SCENE! AMAZING. It even had some funny moments. It was like every other horrible horror movie but went so far over the top it was good.
