The long transport providers are looking to charge an extra fee for a premium service, allowing the premium data to be transmitted first. Now, I think the reality of it is that there is enough room left in the current long transport lines that in effect nothing would change, but they would be making more money off of the people who thought they needed the premium service. In a few years though, at the rate Internet traffic is increasing, there may not be enough free space in these long transport lines to give everyone the same quality of service, and then the premium users would experience a faster Internet.

As far as i know there is no plans here in England to make you pay for some kind os special faster connection they just want you on the normal net asap so you can pay your ISP and phone calls.
