Rise of the tomb raider ce comes with the reg edition in the box and also has an empty steel case. Does this count as having both the reg edition and ce?

It's up to you.  It's your collection but personally, if I bought the collector's edition I would mark the collector's edition, not both.

same, to me that would be the collector's edition. it's not uncommon for collector's editions to include only a "regular edition" version of the game itself inside, and then codes for digital extras.

yeah thats true.  this is the first ive seen it having an empty steelbook case

Seems to be a more common thing outside of the US based on tiny amount of searching i have done thanks to MK steelbooks.

true that there's usually a standard-looking gamecase in CE/LE boxes over here, along with steelbooks and whatever other extras they pack in. but i don't think any of mine are actual standard releases, case inlays usually have NOT FOR RESALE or something instead of barcodes to differentiate it from regular versions.
