Movies are though.There are exceptions (http://en.wikipedia.org/wiki/Category:Region-locked_PlayStation_3_games) to the games, but that's up to the developers. PS3 DLC is region locked though. I wasn't even aware the group Take That existed, but apparently they are popular enough to warrant their own Singstar game.

Neither are particularly common though.
I believe there's also some Indian exclusives that are a pain to get hold of.
