This is kinda weird, some of the games still have the label with the importation notes on the back, and it says that they come from SEGA US. I'm sure they were sold here in Mexico, so maybe SEGA itself treated it like another region like they did in Canada.

Why import the PAL version to export when there was a US version already here? The only thing I can think of is it was closer to the end of the SMS and Sega was trying to get rid of there over stock, shipping it to where ever the system still had a presence. I'd be interested in a few of the ones with the stickers on the back if Shadow doesn't get them all.

Some of the games got a little sticker that reads "For the 90s generation", so I think your guess must be right. In Power Strike case I think the only US version was distributed via mail order with black&white box art, so I don't think the production run for this version was very high.

Found an archived Geocities page from someone in Mexico mentioning that the games were imported to Mexico, especially after prices dropped with the SMS II release, but demand was never high due to the prices for the titles. Sega never officially released them there, which would explain the mix of regions (SMS was region-free).
