Title: Digital Camera question

For some reason my camera is making the center of pictures look really blurry like.
I really don't know how to describe it.
It is like if you mess with the contrast and sharpness on a TV and the colors run into eachother.
Here is a pic as an example.

Actually it is more like the whole picture.
I don't know what could be causing it. I think my little bro might have messed with the settings but I don't know for sure.
I figured it was worth asking here with all of you other camera users.

Ok that would really really suck and i just hope there is something wrong in the options. Or maybe there was oilly stuff on the lens.
I am going to try taking pics of my room and hopefully they turn out better.

a few thoughts though I have no idea what camera you have.

does it have a macro zoom? is so, and it's on you'll get a blurred image if you are not close enough to it. the opposite is true as well. if you are in regular zoom and get to close to the subject you are shooting it'll blur.

what is the ISO set at? if it's set for a longer exposure you'll get blurring if you move at all.

and a question?

what is that handheld you shot?

It really looks like the exposure time is set too high.  If you look at the top left part of the large sheet of paper, you can see a ghost of it.   Set it on a tripod and see if you have the same trouble.  (If you dont have a tripod, set in on a table and using a delay.)

I don't klnow what it was for sure but i messed with some options (before any of this was said) and it seems to be working now.
I also wiped greasy grimy little brother finger prints of the lens.

Thanks for all the help.
I have something to look over again if for some odd reason this happens again.

@ Den I got it from my grandfather when he came up from Florida. It was one of those things credit card companies give out to "loyal costumers". It is called Game Player. It has i think 10 games on it. I really doubt anyone will see to many of these if any. I am going to add it and as much info as i can about it probably Sunday night to the Standalone Handhelds list.
